Metro: Amosun presents N345.4bn budget for 2018

Ogun State governor Senator Ibikunle Amosun

Governor Ibikunle Amosun of Ogun on Tuesday presented to the state House of Assembly a budget of N345.4 billion for 2018.

Christened, “Budget of Accelerated Development’’, Amosun said the figure represents an increase of 57 per cent over the N221.12 billion budgeted for 2017.

He said that the proposal was made up of N223.72 billion capital expenditure, representing 64.77 per cent and capital expenditure of N121.69 billion, representing 35.23 per cent.

The governor explained that the 2018 proposal was based on his administration’s resolve to deliver its campaign promises by embarking on new projects and completing ongoing ones.

Amosun said that the state projected N197.258 billion as revenue from both the Federal Allocation and Internally Generated Revenue (IGR) sources during the year, representing 57.10 per cent increase over the 2017 figure.

“Personnel cost made up of salaries and allowances stands at N81.869billion while pension and gratuities will be N13.50 billion which is 3.9 per cent of total recurrent expenditure.

“The balance of N39.829billion which accounts for 11.53 per cent is set aside for the overhead cost,’’ he said.
Amosun said the budget would be funded largely through IGR.

The governor said that the Education sector had the lion share of N79.246 billion, followed by Rural and Infrastructure Development/Employment Generation sector, N73.606 billion.

Amosun said that affordable housing and urban renewal would gulp N45.733 billion, health care delivery, N21.199 billion and agricultural production/industrialisation, N21.137 billion.

“We have strong support from our development partners to develop value chains for crops and livestock such as cassava, rice, fruits, vegetables, poultry, cotton, cocoa and oil palm.

“This will improve food security and support industrial activity and export in 2018 and beyond.

“We are on course to significantly increase rice production in the state and have enabled the cultivation of 1,700 hectares for this purpose in 2018.

Responding, the Speaker, Mr Suraj Adekunbi, said the Assembly would pay all necessary attention to the budget and pass it as soon as possible.

Adekunbi said that the legislative arm of government had been collaborating with the executive in advancing the socio-economic development of the state.

He also that the assembly had within the last one year passed nine bills.

“To further support the activities of the current administration and to ensure a better life for the teeming populace, the House has passed eight motions into resolutions," he said.

The occasion had in attendance former Head of Interim National Government, Chief Earnest Shonekan, Deputy Governor, Yetunde Onanuga, Sen. Iyabo Anisulolwo among other dignitaries.

Metro: Police boss advises Burna Boy to report himself over robbery investigation

The Lagos State Commissioner of Police, Edgal Imohimi yesterday advised popular musician, Damini Ogiulu popularly known as Burna Boy to report at the command over alleged robbery investigation.

According to the Edgal, Burna Boy was mentioned in a robbery incident at an event organised by Buckwild Media at Eko Hotel, where Abiye David Jombo, another Nigerian musician popularly known as Mr. 2K, was attacked after his performance.

“I am using this medium to advise Damini Ogiulu aka Burna Boy to report at the nearest police station. All efforts to locate him at his Lekki residence proved abortive.

‘On October 22, after a show organised by Buckwild Media, one Abiye David Jumbo, who lodged at Eko Hotel had returned to his room after his performance. He heard a knock on the door. The voice had introduced himself as room service and when Jumbo opened the door, four men entered the room and dispossessed him of valuables worth N11 million. The musician and his girlfriend were tied up.

“During interrogation, which involved watching the CCTV camera, a girlfriend of one of the hotel workers was arrested. She led the police to arrest the three others.

“One member of the gang confessed that one Damini Ogiulu aka Burna Boy had contacted them to teach Mr 2K a lesson. Ogiulu, the suspects said, paid them N50, 000 as upfront also paid another N50, 000 after the victim was beaten up,” he said.

Metro: ‘How we drugged, robbed former Finance Minister, Kalu’

The suspects

Six armed robbery suspects, who also operate a recruitment agency, have narrated how they drugged the former Minister of Finance, Dr. Kalu Idika Kalu before dispossessing him of over N10 million valuables.

The suspects, Peter Uboh Obi, Samuel Ogana, Joy Omagu, and Sunday Emmanuel, were arrested at their various hideouts by operatives of the State Intelligence Bureau of the Lagos Command.

Their arrest was sequel to various complaints from victims to the state Commissioner of Police, Edgal Imohimi.

Peter Uboh Obi, 33, who works as a chef at Dr. Kalu’s house, said he was paid N100, 000 for the role he played in the operation.

According to him, he was compelled to drug his boss, Kalu because he was being owed N60, 000.

He said: “I started working for Dr. Kalu about 10 months ago. I knew Samuel Emmanuel, who introduced me to the gang in Ogoja, Cross River State. We have been friends before I came to Lagos. One day, he told me that I could make a lot of money from my boss if only I would agree to do what I was told to do. He promised to introduce me to his friends. He introduced me to the gang. We met at a bar on the Island. They were three. They told me that they would give me a sleeping pill and that all I needed to do was to mix it in his coffee.”

The chef said he put the pill in the coffee he served his master, after which, Dr. Kaku slept off.

He said: “I stayed away when the gang arrived. They searched all the rooms and went away with a lot of valuables. They later came back to give me N100, 000.”

Another member of the gang, Joy Omagu, said she was recruited as a house-help by the gang and posted to the home of a Lagos socialite, one Augustina Seriki, at Lekki. She confessed administering sedative in a cup of coffee, which she gave to her boss.

She said: “I was recruited into the organisation by my brother, Sunday Emmanuel. Before I was posted to the home, the gang lectured me on what to do. They told me to first of all gain the trust of the woman I was going to work with. They told me that the woman was wicked and had treated her former house -help badly and it was a pay-back time.

“That day, Sunday sent me a sachet of Valium 5 and instructed me to grind and mix it in my madam’s coffee. This I did. We also sprayed some substance on her bed that would enable her sleep very well. Unluckily for us, she felt uncomfortable and asked me to change the bed sheet..”

The Lagos State Commissioner of Police, Edgal Imohimi said the suspects would soon he charged to court.

Metro: Lagos police arrest killers of APC stalwart, ‘Onwa’

The Lagos State Police Command has arrested four suspected killers of an All Progressives Congress (APC) stalwart, Emmanuel Ikechukwu Ubah.

Ubah, popularly called Onwa, was shot dead inside his Sports Utility Vehicle (SUV) on July 21, 2017 at FESTAC Town in Amuwo Odofin area of Lagos, on the eve of the state’s local council elections.

Lagos State Commissioner of Police (CP), Mr. Imohimi Edgal, paraded the suspects yesterday at the command’s headquarters.

He identified the suspects as Michael Fashola, who allegedly pulled the trigger that killed Ubah; Muftau Toyosi; Abidemi Kolawole and Fatai Onifade, also known as Apese. Onifade claimed he was a member of vigilance group in FESTAC Town.

Before his assassination, Onwa was the Head of FESTAC Town/Amuwo-Odofin Community Policing Youth Vanguard. He was suspected to be a police informant.

On the day he was killed, Onwa had received a phone call from someone he allegedly knew very well requesting to meet him at a certain location within FESTAC Town. The killers, riding on a motorcycle, had accosted him at 7th Avenue, where one of them shot him at a close range. He died on the spot.

According to the police, the assassins left with his mobile phones and wallet to make it look like a robbery.

The suspects told newsmen that they did not plan to kill, but only to harass him. They said that one Fashola shot him against their plan.

They were arrested by the Intelligence Response Team (IRT) team led by Philip Rieninwa, a Deputy Superintendent of Police in Lagos.

Edgal said his men recovered one Beretta pistol, one locally-made gun and a pump action rifle from the suspects.

Metro: Six ‘militants’ killed in Rivers State

Six suspected militants alleged to be terrorising Ogba/Egbema/Ndoni Local Government Area (ONELGA) of Rivers State were killed in a gun duel between them and vigilance group in Omoku, Rivers State.

It is presumed that the leader of the militants, Ejima Igwedibia, alias Don Wanny, narrowly escaped being killed.

Sources in Omoku told The Guardian the vigilance group under the aegis ONELGA Security Planning and Advisory Committee (OSPAC) and the militants engaged in a gun duel in Aligwu community in the early hours of yesterday.

The Guardian gathered that OSPAC’s hunt for the militants started after they had allegedly killed two persons at Okposi, four in Omoku and three others at Obrikom respectively over the weekend. Some of the victims were said to be members of OSPAC.

OSPAC members, who are credited to have restored stability to Omoku and parts of ONELGA, were said to have stormed Don Wanny’s residence in Aligwu, a coastal community in the early hours of yesterday. His suspected gang members were said to have engaged them in a fierce gun duel that lasted several hours.

Four persons were killed.

Don Wanny, whose whereabouts is unknown, was said to have escaped with some of lieutenants through a river behind his residence. Though there were speculations that he might have drownede in the river, sources close to him said he was alive.

Hundreds of persons from across ONELGA besieged the council secretariat in Omoku to see the bodies. Many who had anticipated that Don Wanny was among the victims, expressed disappointment that he was killed.

Earlier, Don Wanny and his gang had embraced the Rivers State government’s amnesty offer granted to militants and other notorious criminals last year.

OSPAC’s attack on Don Wanny was averted in October after he rescinded his plan to attack the vigilance group, which killed one of his gang members, who had challenged them in Omoku.

The Chairman, ONELGA, Osi Olisa, who confirmed the killings of the militants, explained that government could not fold its hands to watch miscreants destabilise the council and waste innocent lives.

He gave the assurance the everything would be done to ensure that security of the council was no longer compromised by militants and other notorious gangs that had been terrorisingthe ONELGA since 2013.

The Rivers State Police Command Public Relations Officer, PPRO, Nnamdi Omoni, said the information on the incident was sketchy as at press time.

Metro: Peace committee for farmers, herders inaugurated in Delta

• Imo communities appeal to FG over invasion by suspected herdsmen

Delta State Commissioner of Police, Zanna Ibrahim, has inaugurated the Peace Committee on Farmers/Herdsmen in the state.

Zanna said the committee was constituted to promote harmonious relationship between farmers and herdsmen, advising that it should also act as an alternative dispute mediator.

He further charged the members to nip in the bud, pro-actively, any tendency that could bring about misunderstanding between communities and herdsmen.

The commissioner assured the newly-inaugurated committee would help to reduce tensions arising from herdsmen/farmers’ clashes and called on the members to justify their selection by working honestly and tirelessly towards maintaining peace and harmonious co-existence in the state.

Chairman of the committee, who is also the Senior Special Assistant on Security to the Governor, Chief Cassidy Iloba, assured the CP of the committee’s unalloyed commitment and focus towards achieving the purpose for which it was set up.

Meanwhile, farmers in Amala communities in Ngor Opkala Local Council of Imo State have appealed to the Federal Government and security agencies, to intervene in the alleged destruction of crops by suspected herdsmen. They said their farms, which share boundaries with Rivers State were destroyed.

In a statement issued on Monday in Owerri, the aggrieved farmers decried the alleged hostility meted out to them by suspected herdsmen. They appealed to President Muhammadu Buhari, to save them and handle the situation.

Also, the Bishop of the Anglican Diocese of Egbu, Geoffrey Okorafor and Venerable in charge of St. Andrew's Anglican Church, Amala, Ngor Okpala Local Council, Kingsley Okere, also added his voice. He urged that security measures be put in place to avert the menace.

The trio expressed worry over the daily dropping of trailer loads of the cattle in the area, insisting that they were 'unimaginable.'

A monarch in one of the communities, Eze Bennette Osinachi, described the situation as ‘horrible.’ He urged for an urgent intervention.

To commemorate the 2017 World Day of Remembrance Day for Road Traffic Victims, the Delta State Sector Commander of the Federal Road Safety Corps (FRSC), Mr. Rindom Kumven, on Sunday visited accident victims at the Federal Medical Centre (FMC), Asaba.

Represented by his deputy, Mrs. Uche Chukwurah, Kumven said this year’s theme was centered on how to reduce fatalities and injuries associated with road crashes by 50 percent by 2020.

She noted that the visit presented an opportunity for the command to strengthen its partnership with the management of the hospital “to ensure that we ‘crash the crash’ by 2020.”

Chukwurah said: “FMC was chosen because it has a larger capacity to receive accident victims. There are better equipment here. Many other hospitals end up referring their victims to either FMC in Asaba or Nnewi, Anambra State.”

She said the command was embarking on public enlightenment campaigns at motor parks to reduce road crashes during the Yuletide.

Chairman of Medical Advisory Council (CMAC) of Asaba, FMC, Dr. Emmanuel Ezunu commended FRSC for its kind gesture.

Foodstuffs, medicine, bandages and other equipment were donated to the hospital during the visit.

In a related development Ayoku Kande Foundation at the weekend distributed plots of land to the widows and the less privileged persons in Jalingo, Taraba State.

The founder of the foundation, Prince Matakhitswen Shakarau Masa-Ibi, who is also the Cultural Officer of the emirate, said the event was to mark his 43rd birthday.

He said the foundation was named after his late mother, Princess Ayoku Kande Masa-Ibi.

‘There is joy in giving and in putting smiles on peoples’ faces. The foundation will continue to reach out to persons in need,” he said.

Metro: UNODC, Switzerland NAPTIP empower victims of human trafficking

Thirty victims of human trafficking, who were rescued by National Agency for Prohibition of Trafficking in Persons (NAPTIP), were empowered with vocational skills equipment and tools by the agency with support from United Nations Office on Drugs and Crime (UNODC) and Switzerland Embassy.

They were earlier trained in different vocational skills such as fashion design, catering, hairdressing, photography, among others. They were presented with all the basic tools and equipment.

The Migration Adviser, Embassy of Switzerland, Jolanda Pfister Herren, said stakeholders must collaborate to effectively tackle irregular migration and human trafficking in a sustainable manner.

The Project Coordinator, Anti-trafficking in Persons and Smuggling of Migrants, UNODC, Pelleak OK Serei, said the UNODC was guided by the protocol to prevent, suppress and punish trafficking in persons.

“Today, and in line with these provisions, UNODC, with funding from the government of Switzerland, supports NAPTIP in implementing one of its core mandates by empowering victims of trafficking with vocational skills equipment for catering, hairdressing, photography, tailoring and bead-making.”

He said that UNODC, NAPTIP and the government of Switzerland expect each beneficiary to take proper care of the equipment and maximize its use.

Some of the victims rescued from countries such as Mali, Libya, Omar, thanked UNODC, NAPTIP and Switzerland government for empowering them.

Metro: NSCDC nabs three suspected mast vandals in Niger

The Nigeria Security and Civil Defence Corps (NSCDC), Niger Command, has arrested three suspected mast vandals in Bosso Local Government Area of the state.

Mr Philip Ayuba, the Commandant of the NSCDC in the state, disclosed this in an interview with the News Agency of Nigeria (NAN) in Minna on Monday.

Ayuba said that the suspects were arrested by the Corps following an intelligence information received from a good Samaritan.

Those arrested include: Friday Samuel (25 years) Mark Ayuba (23 years) and Awal Ali (30 years).

” They were arrested in possession of 1200 meters of telecommunications armour cable, two diggers and two galvanised steels which they used in perpetrating the crime,” he said.

The commandant said that the suspects had since owned up to the crime and made confessional statements.

He said that the suspects came into the state from Adamawa and Yobe to look for means of livelihood but due to their inability to secure a job as they claimed, they indulged in the act.

He said that the suspects would soon be charged to court after investigation.

Ayuba called for more support from residents in the state by giving with useful information that would lead to the arrest of criminals.

Metro: Businessman in Benue wants police to arrest fraudsters who duped him

A businessman, Abel Ochia, has cried to the police authorities in Benue State to bring to book an alleged fraud syndicate gang leader, one Godwin of Naka, Gwer West Local Government Area who allegedly duped him of a trailer load of timber wood worth N5 million.

Ochia, an engineer, in a statement also called on the security agents to save his life from alleged further torture in the hands of the accused and his boys.

Narrating his ordeal, Engineer Ochia said it all started on the 17th of December, 2016 when he had a trailer load of wood but was short of N100,000 to clear his papers to move. He then, approached the chairman of Wood Processing in Benue, Tor Degeh to borrow to complete the payment but was not possible.

He said rather the chairman asked him to sell the trailer load of wood to Godwin who agreed to pay N5 million but with advance payment of N1.7 million that same night but failed to do so and “asked me to move the truck to Aliade, Gwer East LGA. This happened in front of some union members too.”

According to Ochia, before they could reach Aliade, the truck developed mechanical faults and the suspect brought out N50,000 for repairs which was to be deducted from the total sum.

He said on reaching the town, the tires of the trailer got burst and I demanded that the N1.7 million be given to me but he only brought out N270, 000 through one Solomon, and on reaching Owerri after the repairs on December 25, 2016 a total of N710,000 was incurred to be deducted from his total sum.

Ochia who said the suspect told him that he was waiting for a container and urged him to travel home to see his people for the Yuletide. And received an alert of N500,000.

“But on my return since 9th of January, 2017, the day I learnt they loaded my woods into a container, I did not set my eyes on Godwin again,” he stated.

He added: “On the 16th of November, Ochia arrested Godwin with a brand new Toyota corolla which was taken to the Area Command in Gboko. He was granted bail same day and the said car which he bought from proceeds of his goods was released to him. From reliable investigation, i found out that the said Godwin was loading a trailer load of same wood. With the approval of the Investigation Police Officer, I went to monitor the loading in order to impound the trailer by through the police. Godwin sent his boys to beat me up, and I lost some valuables and cash. He also ordered for my arrest although I was immediately released on getting to Makurdi.

“ I am appealing to the Inspector General of Police and the Benue State Commissioner of Police to help me retrieve to said funds or my wood.”

Metro: One feared dead, scores injured, houses razed in Kogi State communal clash

A disagreement over ownership of a farmland and five fishing ponds between the people of Kabawa in Lokoja and the Onumaye people of Kotokarfe Local Councils of Kogi State yesterday turned bloody.

Scores were reportedly injured and many houses burnt by suspected irate youths.

The crises started when two Kabawa boys were abducted from their farms on the island.

It was learnt that youths from Onumaye village, numbering over 100, armed with cutlasses and other dangerous weapons, went on a reprisak attack..

On hearing the news of the attack, the youths from Kabawa went on rampage, attacking anybody believed to be close to the chief of Onumaye. Houses were burnt and in the process, one Baba Salisu was stabbed to death in his father’s house.

Speaking to journalists in his palace in Lokoja, the Ward Head of Zone E, Mallam Abubakar Yahaya, said the crisis over the land and the ponds started when one Yakubu Danjuma became a chief in Onumaye. He built his palace in Kabawa and claimed ownership of the land.
According to him, the people of Kabawa have been living in peace with their neighbours, adding that the recent skirmishes came as a surprise to him.

“We inherited the ponds and farmland from our forefathers, over 150 years ago. The fishing festival has been celebrated yearly and people from all over have been coming to grace the occasion.

“But when Danjuma was turbaned early this year, and when he was supposed to relocate to his village to rule his people , he stayed put in Lokoja, claiming the ownership of this land…”

Meanwhile the Lokoja monarch, Alhaji Muhammad Kabir Makarfi 111, has urged the people to respect the rights of others and stop acts of violence , saying what happened was alien to his people.

He charged the people to allow the security agents to do their job and warned whoever found wanting would face the wrath of the law.

Metro: Man allegedly buys over N400,000 worth of recharge cards from unsuspecting bank customer’s account

Operatives of the Lagos Rapid Response Squad (RSS) of the Lagos State Police Command have arrested a man, who allegedly recharged his phone from another person’s bank account.

The suspect, Ebenezer Oyeneye, a 50-year-old truck driver, who resides at No. 4, Moyinoluwa Avenue, Ijoko Lemode, Ogun State, was arrested by the decoy team of RRS.

It was reported at Aguda Divisional Police Headquarters in Surulere that one woman, who wanted to remain anonymous,  reported that an unknown person has been obtaining for his phone credit from her bank account at one of the new generation commercial banks in the country since July 2016.

The victim complained about the frequency and sum of money which the suspect had withdrawn from her bank account by purchasing a credit “top up,” which is usually debited from her account.

The victim noted that the fraud began on July 4, 2016, after she received a debit alert from her bank that she had recharged a sum of N1,000 call credit  for her phone line without sending such command or initiating such transaction.

“I was amazed when my financial institution notified me of a debit on my bank account and the same thing continued for 11 months.”

The woman filed the case with the operatives of the Aguda Divisional Headquarters, Surulere,  from where it was transferred to RRS for an in-depth investigation. This led to the arrest of the suspect, Ebenezer. He was arrested and questioned on his involvement in the crime by the decoy team of the RRS.

He confessed that in July 2016, after the truck he used to drive was retrieved from him by the owner due to a misunderstanding. With nothing to live on and maintain his family needs, he then found a means of livelihood after trying to recharge his phone line with a short code and was credited N1,000 immediately.

“I tried it the following day and I was issued a N3,000 balance which was also credited and so I  continued to recharge for months.”

“I became so overwhelmed by the value of my call credit balance and I immediately resorted to selling some to people around me before I was blocked.

The suspect confessed to have been sharing his loot with his wife and calling his mistresses as a big man with so much call credit.

When told the amount he had recharged within 11months, Ebenezer said he knew he would have recharged up to the said amount (N400,000) because he did not give a break as he found it profitable using the illegal platform to enrich himself.

The Lagos State Police Public Relations Officer, ASP Olarinde Famous- Cole, has advised members of the public to seek professional counsel from their financial institutions before connecting their bank account to any online transaction and report immediately any case of strange activities on their bank account to the necessary authorities.

The people of Kaura and Zangon-Kataf local councils of Kaduna State have petitioned Governor Nasir el-Rufai over the illegal allocation of their land for the establishment of a solar farm. They say the facility poses great danger to the health and economy of the people in the area.

A protest letter to the governor dated November 17, 2017 and signed by the leaders of the community landowners, the people said: “The landowners of the defunct Manchok Ranch were not aware that the Kaduna State Government had seized their lands and allocated them to private companies until they saw a letter with Ref. No. KLG/ADM/WKS/141/I dated February 24, 2016 written by the Sole Administrator of Kaura Local Council asking communities that had any complaints about the allocation of the land to Quaint Global Energy Nigeria Limited to forward such complaints to the office of the Local Council Chairman.”

The Kaura (Watyap) Community Development Association was said to have written a protest letter to the Sole Administrator, Kaura Local Council, stating that the land belonged to their people and not Manchok, and that they had no knowledge of the takeover of their lands, nor were they aware of any research by Quaint Global Energy for the purpose of producing an Environmental and Social Impact Assessment
(EIA).

The community leaders said that while “the Watyap landowners asked the government to put on hold the project until issues pertaining to the ownership of the land had been resolved, there has been no response from the government over the petition by the landowners.”

They said: “We wish to refer to the meeting of stakeholders of the defunct Manchok Cattle Ranch held at the Council Chamber, Government House, Kaduna, on Tuesday, November 14, 2017. At the end of the meeting, the Deputy Governor of Kaduna State, who chaired the meeting, asked the Chairman, Kaura Local Council to convene a meeting of stakeholders to decide whether the communities wanted the project or not, and report to the government.

“Having the mandate of the actual landowners to speak for them, and having already been directed by the owners of the land to convey their individual and collective positions over the taking over of their land, we wish to reiterate the position of the landowners as follows:

• “That the landowners do not accept the solar energy project by Access Quaint for the reasons stated above, which are, inter-alia, the land in question belongs to the families and individuals who have inherited it from their forefathers, and desire to continue owning and using that land by themselves for agricultural purposes, and the land in question is the best agricultural land available to the farmers and the community, and the owners do not accept that such prime agricultural land should be used for solar farming when there are available alternative land for such project as the case is all over the world.

• “Being farmers, and earning their livelihoods from the land, the landowners will lose their means of livelihood if the land were taken away from them contrary to best practices throughout the world.

• “Materials provided by Access Quaint to our communities, including pictorials on similar projects they have handled elsewhere, show that in all such projects, none are situated near or within human settlements. The project will be harmful to our communities, and cannot be accepted.”

Metro: Revisit Onokpite’s murder, release Kevin Onirah, group begs government

A coalition of Urhobo Nation Young Leaders and Stakeholders (CUNYLS) has called on appropriate authorities to revisit the extra-judicial murder of Chief Ogbe Onokpite, who was killed seven years ago in Warri, Delta State and bring perpetrators to justice.

The group, which is made up of Urhobo Progress Union, Price of Place and Self-Determination Movement, in a press release signed by Rex Ekiugbo Anighoro, a rights activist, equally demanded for the unconditional release of Kelvin Onirah, a Niger Delta activist, who was detained for challenging the marginalisation of the Urhobo nation by the Nigerian state.

The group, which recently staged a protest in Abuja, said in a statement: “We demand freedom for Kelvin Onirah, who as a Niger Delta activist, engaged in pursuit for advancing Urhobo and Niger Delta greater good, just like many other Niger Delta agitators, who are walking free.

“We demand his unconditional release. We believe it will aid the cause of peace and integration in the region for the good of all.

“We also demand justice for the extra-judicial murder of Chief Ogbe Onokpite, a prominent Urhobo young adult, whose death seven years ago, has remained a sad commentary of injustice.

“We call on all Urhobo leaders in the Urhobo Progress Union (UPU) to rise up to pursue freedom and justice for these two Urhobo sons, irrespective of perceived and alleged shortcomings…”

Metro: Bus conductors to start wearing uniform in Lagos January 1, 2018


The Bus Conductors Association of Nigeria (BCAN) says that its members in Lagos State will start wearing uniforms from January 1, 2018 for security and effective service delivery. National President of the association, Mr. Israel Adeshola, told News Agency of Nigeria (NAN) in Lagos yesterday.

Adeshola said the operational uniform would bring sanity to the service in the state and the country as a whole.

According to him, the association has started training  its members in Lagos State and educating them on the job procedures and attitudinal change while on duty.

“The association has been able to train a reasonable number of conductors on behavioural change.

“We started the registrations and training at Lagos State Drivers Institute for attitudinal and change in orientation of the members toward passengers and traffic rules.

“By January1, 2018, all our registered members will be in their operational uniforms for proper identification and effective service delivery,” he said.

The president explained that part of the reasons for training its members was to ensure adequate security of passengers and good customer relationship with the people they relate with.

He said that putting on uniforms  with identification numbers would ensure accountability and brought sense of responsibility among the members.

Adeshola said that the association was working towards eradicating the menace of using under-age as bus conductors across the country.
He announced that persons from 18 years and above were qualified to join the association.

The president added that any minor found operating as a bus conductor should be arrested.

“We are coming out to tell Lagos residents that bus conducting is a respected profession like in other western countries where they are respected because they offered humanitarian services.

“In Nigeria, people see them as nobody which is not supposed to be so,” he said.

NAN reports that Mr Rotimi Amaechi, the Minister of Transport had said that the introduction of uniforms for bus conductors would ensure safety and bring more development to the nation’s transport sector.

Amaechi spoke at the inauguration of the official uniforms for members of the Bus Conductor Association of Nigeria (BCAN), Lagos State chapter, on Thursday August 2, at Sheraton Hotels, Ikeja, Lagos.

“You have to change the perception of the people; you have to create a positive impression about yourself and make yourself accessible,” he said. (NAN)

Metro: Lagos government, monarch join fight against domestic violence

The Lagos State government in partnership with the state’s Domestic and Sexual Violence Response Team (DSVRT) and the indigenes of the Ikorodu area of the state, over the weekend, did an advocacy walk.

DSVRT alongside the Adeboruwa of Igbogbo Kingdom and the paramount ruler of Ikorodu, Oba Semiudeen Orimadegun, embarked on an hour -long walk from Igbe Junction in Ikorodu to the Adeboruwa palace in Igbogbo Students from different schools around the area were not left out.

According to the Director, DSVRT, Mrs. Alakija Oladapo, “This advocacy walk is to create awareness among the people of Ikorodu on the disturbing rise in rate of child abuse and domestic violence in the area”.

Oladapo educated the students on what constitutes child abuse and how they could help themselves in such situations. She revealed different ways to report cases of abuse to the government, particularly through the 112 or 767 short code among other tips.

She, however, charged parents to stop abusing their children “by compelling them to hawk goods around or punishing them unjustly and unfairly as these might lead to emotional disability of the children.

In the same vein, the Adeboruwa of Igbogbo Kingdom, Oba Semiudeen Orimadegun expressed gratitude to the Lagos state governor, Akinwunmi Ambode and the state government agencies for partnering with the traditional rulers to ensure that child abuse is eradicated.

Oramadegun, who embarked on the walk to equally commence preparations for the yearly Igbogbo Day celebration and to mark his one year in office.

Also, the Chairman, Igbogbo/ Bayeku Local Council Development Area, Olusesan Daini, said the exercise was to educate the society on the stance of the Lagos State government on domestic violence, child abuse and other vices.

Metro: Olusegun Olunloyo dies at 74

The death has occurred in London on Friday, October 13, of Emeritus Professor Vincent Olusegun Olunloyo at the age of 74.

He was a Fellow of the Academy of Science, a Fellow of the Academy of Engineering and a member of the Nigerian National Order of Merit (NNOM). He was also a Fellow of the Third World Academy of Science (2012).

After a brilliant, all round performance at Igbobi College in Lagos, he attended Cornell University in Ithaca, New York where he obtained a Bachelor of Science degree in Mechanical Engineering (1967) and a Doctorate in Theoretical and Applied Mechanics (1972) after which he briefly taught at the university.

In his own words, “ ... the institution gave me a sound education for which I am forever grateful. Furthermore, by appointing me an Assistant Professor of Theoretical and Applied Mechanics in 1972, Cornell University pushed me into public limelight as the first black person ever to be appointed into an Ivy League faculty of engineering “. In 1981, he was admitted to membership of the New York Academy of Science.

He joined the engineering faculty of the University of Lagos in 1973 and became an associate professor in 1977. In 1978, he was appointed Professor and Head of Department of Mechanical Engineering at the University of Ilorin and then foundation Dean of its Faculty of Engineering. He returned to the University of Lagos in 1980 and in 1981 became Dean of its Faculty of Engineering. He became an Emeritus Professor at the age of 70.

Prof. Olunloyos’s expertise was sought on many public sector projects both within and outside Nigeria and he was at various times a consultant to UNEP, UNDP and African Development Bank. During the last decade, he has been actively involved in the National Space Programme.
He is survived by hisMechanicscsrd World Academy of Science (2012).

Metro: Fresh attacks hit Zamfara communities

The Police Command in Zamfara has confirmed fresh attacks by arm bandits on some communities in Shinkafi and Maradun Local Government Areas of the state.

The Police Public Relations Officer (PPRO) for the command, DSP Muhammad Shehu, made the confirmation to News Agency of Nigeria (NAN) in Gusau on Sunday.

Shehu said the attackers had on Nov. 16 and Nov.17 Nov invaded Gidan maidawa, Wari and Tungar baure, Mallamawa villages in Shinkafi and Maradun Local Government Areas, killing many people.

He said the command was still gathering data of the victims of the attack, from the affected communities.

The police image maker promised that the command would disclosed to the public accurate figure of the deceased and injured persons, after the exercise.

“So far in the record we have, three people were killed in Maradun Local Government Area, we are still compiling comprehensive figures of the victims from other villages attacked and make them available to the public later,” he said.

He said command had deployed its personnel to the affected areas, in collaboration with other security agencies.

‘’So based on the report we have now, peace has been restored in the area”.

Shehu urged members of the public in the state to continue to support the police and other security agencies with vital information from that could lead to the arrest of criminals.

Metro: NYSC assures ‘abandoned’ corps members of election allowances

Mr Ebenezer Olawale, the NYSC State Coordinator, Anambra, said that all the corps members brought from Enugu would be paid their election allowances.

Olawale, who reacted to allegations of abandonment of the corps members, said that he got the information at 1.57 p.m. on Saturday.

”I am going to the place where the corps members are kept to see how they are fairing.”

The News Agency of Nigeria (NAN) reports that scores of NYSC members drafted from Enugu for Nov.18 governorship election in Anambra are stranded on Saturday.

NAN reports that the NYSC members, brought in three luxury buses on Friday Nov.17, were not deployed, but left at Amawbia Office of INEC.

One of the corps members, who preferred anonymity, told NAN on Saturday at Amawbia, that they were brought in from Enugu North Local Government Area in Enugu State for the election, but were not deployed by INEC.

“Most of us are NYSC members serving in Enugu North and other parts of Enugu State, they brought us in three luxurious buses about 3 p.m on Friday, but as we speak, none of us was sent to a work in any polling unit.

“From the time they brought us to this place, (INEC office, Amawbia), they abandoned us. We slept in open halls and exposed to mosquito bites.

“In my rating, the treatment they have given to us so far is like that given to a leprosy patient.

”Nobody asked if we have had breakfast as at noon, nor if we have taken our bath, this situation is a big puzzle for me.

“If I have my way, but for the restriction of movement, I would have gone back to Enugu,” he said.

A female corps member, simply called Iniobong, said she gathered that their abandonment was because a political party contesting the election accused INEC of trying to use NYSC members deployed from Enugu to rig the governorship election.

“I learnt that a political party raised issue of possible usage of NYSC members coming from Enugu to rig election during INEC Stakeholders meeting in Awka on Tuesday.

“Since the issue of suspicion of NYSC coming from Enugu came on Tuesday, NYSC and INEC management should not have allowed us to be brought here on Friday after that Tuesday.

“This manner of treatment is to say the least, very sad and I feel highly pained over the inhuman treatment we are facing here.’’

Metro: Police distribute 2,500 leaflets on security tips, distress call numbers in Enugu

The Enugu State Police Command, on Saturday, distributed over 2,500 leaflets with security tips, distress call numbers and social media addresses in Enugu.

The News Agency of Nigeria (NAN) reports that the command’s four distress call numbers are: 08032003702, 08075390883, 08086671202 and 08098880172.

Its social media platforms include: nigeriapoliceenugustatecommand for Face-book; @PoliceNG_enugu for Twitter handle and [email protected], [email protected] for Email.

Speaking to NAN after the command’s monthly jogging and walking in Enugu, the Command’s Sports Officer, SP Ebere Amaraizu, said that the leaflets would enable residents to have an easy contact with the police.

He also said that this would allow residents to join law enforcement agents to participate actively in crime prevention.

Amaraizu said that the distribution of the leaflets was another measure that the command had designed to enhance pro-activeness by opening up avenues to get information and feedback from the people.

He, however, lauded other security personnel and staff of corporate bodies for the co-operation and synergy in carrying out the exercise.

Amaraizu, who is also the command’s Police Public Relations Officer (PPRO), thanked a telecommunication company – MTN Nigeria – for sponsoring most activities in the three-hour exercise.

‘‘This month’s Jog-and-Walk exercise with the theme: “Jog/walk for Agility and Life,’’ has enable police to reach their numerous publics and residents of the state through security tip leaflets.

‘‘It has built comradeship between police and other sister security agencies as well as corporate organisations, which chief among them is MTN Nigeria that had sponsored activities carried out in the exercise,’’ he said.

Earlier, a Senior Security Manager with MTN Nigeria, Mr Chuks Ogbuehi, said ‘‘yes, we are seeing the benefits of partnering with the police and residents to create a peaceful environment for business and other human activities to strive in the state’’.

One of the participants, Mr Osita Egbo, said that the exercise had made him more agile and allowed him to burn some calories.

NAN reports that the participants, who walked and jogged over 12 kilometres, passed through Ridge Way, Okpara Avenue, Prisons Way, Camp Road, Zik Avenue and terminated at Agbani Road, all within Enugu.

The Command’s monthly Walk/Jog show commenced in January, 2013.

Metro: LG election: Voters turnout in their numbers to vote in Ilorin

Residents of Ilorin turned out in their numbers on Saturday for the local government election held across Kwara.

The News Agency of Nigeria (NAN) reports that voting started by 9 a.m. after voters were accredited.

Security personnel were stationed at strategic locations in Ilorin.

Officers and men of the Nigeria Police, Army, Civil Defense, Immigration and FRSC were also stationed at polling booths to maintain order.

A chieftain of the ruling All Progressives Congress ( APC), Alhaji Abubakar Baraje, who voted at Baboko ward I, expressed satisfaction at the conduct of election.

Speaking with journalists after casting his votes, Baraje said turnout of voters for the election was equally impressive.

He expressed optimism that APC will come out victorious at the end of the day.

NAN also reports that the Gov. Abdulfatah Ahmed voted in his home town Share at about 9.40am.

Gov Ahmed commended the State Electoral Commission for the smooth conduct of the election

The governor expressed satisfaction at the turnout of voters and security arrangement provided by officers and men of the Nigerian Army, the Police, Civil Defense and Immigration.

Metro: Pensioners, property company cry foul over Enugu government’s illegal acquisition of their land


They were making contributions from their monthly income with the hope that the little savings would be used to acquire personal shelter when they must have retired from active service.  These monthly contributions were managed by Elyons Asset Management Ltd, an establishment that deals on property management and acquisition.

Elyons over the years has acquired the reputation of a company that builds and manages homes for people.

Convinced that the company would assuage their housing needs, some residents of Enugu State came together few years ago and started contributing into the housing scheme operated by Elyons.

Presently, however, their hope to own property in Enugu is giving way for despair, as the land which the company acquired several years back, which it had started developing into modern housing units for the pensioners, have been taken over by the state government.

The property which include plots 198,199,200,200,202, 203,204 and 205 and known as Ozalla Abor Community Layout Phase11 in Udi Council was acquired by the company through an indigene of Ozalla Abor, Prof. MUK Mgbodile in 2012, three years before the present government came into office. The land was being developed into small housing units until October this year when officials of the Ministry of Housing invaded the area and demolished the property.

Among the houses demolished were those completed, painted and waiting for occupation and those still under construction among others.

The Guardian gathered that an enforcement team of the Ministry, had after posting removal notice on the structures in the place, allegedly returned a few days later with bulldozers and leveled the place on the insistence that land belonged to the state government and was donated to it by the community.

The development is now unsettling the contributors and the management company as they (contributors) demand for refund and compensation for the damage, put at over N200million.

The pensioners, who claimed they went hungry and denied themselves certain privileges while on active duty to save for the houses, besieged the Enugu office of the company to demand for their houses.

One of them who visited The Guardian office over the week with copies of receipts issued to her by the company each time she made payment, Mrs Ijeoma Ugwu, said in tears: “This is just not fair. Why will Enugu state government do this kind of thing to pensioners like us? I am no longer working. I started this contribution since 2012 and from the available records my money with the company is over N4 million.

“I had hoped that by now I should stop paying rent, now what do I do? You people must help us please”.

Mr Thompson Otubelu, an Asset Manager, told The Guardian that the company was developing about 20 housing units at the place, adding that some of the structures destroyed had been completed and others are still ongoing.

He stated: “We were doing it in a way that it could be expanded in the future. We have collected the money, as much as they could pay, so that over time when they finish they can take full possession of the various units. The land was acquired in 2012 and since then, we have been working there gradually knowing the challenge of road and the fact that the area is still undeveloped. Suddenly around June this year, I came there on a normal regular visit and I noticed that there was the “Remove Notice Order” marked on the buildings by Ministry of Housing.

“We went to the Ministry of Housing to know why they would do such since we took all necessary steps to register the property with government before we started developing the housing units. We were not given attention by the Ministry on several visits.

“So we went to court and on June 14, got the interim injunction restraining the Ministry of Housing, Attorney General of the State and officials of the state government from excavating, demolishing or destroying properties already mounted there pending the determination of the motion of Notice for interlocutory injunction. That order was given by Justice K.I Okpe of the Enugu State High Court”.

He continued: “We were still following up on the injunction until October 7, 2017 when we got calls that some people came and asked security men there to remove the roofing sheets and they demolished the structures. The buildings belong to pensioners and they have always harassed us.

“We are developing 20 housing units of three bedroom bungalows. Most of them have been finished and because the place is not habitable, we did not paint them for now. We have lost up to N200million because of this singular action of government. As at the time we acquired the land there was no issue.  What we wanted is not for them not to do what they want, but they should carve out our own area and continue. Even when they were trying to put a fence we told them they are encroaching into our area, but they ignored us. We got injunction which they did not obey”, he said.

Otubelu said: “We know that government is the owner of land, but we duly acquired the place and got the necessary certification from government to do what we were doing. If they wanted the land, they should have assessed what we have done and pay our compensation or show us alternative. Those houses are being developed for pensioners and a few young persons.”

When contacted on the development, State Commissioner for Housing, Mr Charles Asogwa, said that the matter was subjudiced, stressing that “they took government to court and the court is looking into their complaints. So I am not going to comment on a matter that the court is looking into”.

A Ministry official, however, told The Guardian that the land was donated to the state government last year for development of an estate by the community led by their traditional ruler, stressing that government cannot go into a property that is in contention.

“Governor Ifeanyi Ugwuanyi is not interested in peoples’ property and cannot acquire one by force. We were duly given possession of the place and the people came here with their traditional ruler to say government should take it up. Let us also tell you that the property in question was in court for a long time and during that period some persons illegally went and started selling it. So when the matter ended, the community met and decided to give it to government. That is the much I can say”, the source stated.

Metro: At 60, UCH establishes care centre for the elderly


For people who cannot trust the care of their old parents above 60 in the hands of house-helps and distant relatives, the University College Hospital (UCH), Ibadan, will soon unveil the Kessington Adebutu Rehabilitation Centre, to serve as an old people’s home.

Located within the geriatric department of the tertiary institution, the centre, which is nearing its completion, will be equipped with all the necessary facilities that will make them feel at home. There will also be dieticians that will offer them the right meals. The rooms are self-contained with convenient bathrooms made with sitting areas when they feel like sitting to take their bath.

Other facilities are relaxation spots within the facility where they can hang out and socialize, play table games, and in the case of those that have lost their partners begin a new romance.

Making this known while recounting the gains of UCH at 60 years, the Chief Medical Director (CMD), Dr. Temitope Alonge, at a media briefing said the centre will be an addition to its geriatric centre, which operates day care services for the treatment of various aging-related diseases.

“We already have the first purpose-built training and treatment centre for geriatric medicine in Africa named after elder statesman, Chief Tony Anenih, who built and funds it. Many old people who used to seek treatment abroad for such conditions have pitched tent with the centre after receiving satisfactory treatment. Our intervention will help increase life expectancy in the country,” he said.
